Start communication does not set BUS ON flag

Check if Start or Stop of communication are immediately applied to the stack Bus On flag state

Online DTM service Start communication does not set BUS ON flag when stack configured with "Controlled by Application" start of bus communication (BUS ON flags cleared). No such behavior is observed when stack is configured with Automatically by device start of bus communication

Steps to reproduce:

Configured EtherCAT Master stack under test with Controlled by Application start of bus Communication(Bus ON flag cleared).
Via Master DTM Online Service - "Start Communication" try to start cyclic communication between Master and Slave devices via settings BUS ON flag.
Check Stack behavior and BUS ON flag state.
