HalPflsInitialize_CFI(): Possible crash when detecting CFI flash without pre-initialized SRAM controller

The SRAM controller is initialized wrong for 32Bit, which results in an illegal configuration done by Hal_CFI. This wrong configuration may crash the netX if a read is performed at odd offsets.
