Drv_Fiq always returns invalid handle for all function calls

All functions check the handle (bObjectType) for the Peripheraltype instead of the object type. This results in an invalid handle.

Further Problem:
When initializing an FIQ interrupt, the given function should be inserted into the vector table for handling the FIQ, but the function HAL_InterruptFastConnect() does not set this vector
