IP stack locks up in fatal error state when out of switch buffers

            Description

            When the implementation fails to send an buffer due to missing switch resources, the IP task might lock up in fatal error state forever. To recover from this situation a firmware reset is required.

            It is expected that IP stack implementation gracefully deals with switch buffer shortages.

            Problem is most likely to be observed with netX50/netX100 Profinet Switches but may affect other switches as well.
