TCP Stack sends TCP FIN frames after link-down link-up event although ACD is active

      Description

      In general if ACD is active (usually only used by the EtherNet/IP protocol), on a link-down link-up event the stack shall probe the IP address before using it (even if it has already been probed before during IP address allocation).

      In case the IP configuration is changed by the protocol stack during link-down, the TCP stack sends TCP FIN frames on the network as soon as the Ethernet link is established again.
