ACD conflict state cannot be left by sending a "new" set-config request packet

            Description

            In case the TCP/IP stack is currently in an address conflict state (ACD enabled), this state cannot be left by simply sending a new configuration packet (TCPIP_IP_CMD_SET_CONFIG_REQ - 0x200).

            So in case of an address conflict the device must be power cycled to leave this state.
