SNMP might open IP port multiple times in TCP/IP stack but is unable to correctly handle the consequences

            Description

            During IP reconfiguration phase it may happen that SNMP accidentally opens its IP port multiple times. According to TCP/IP task API this is possible and a valid API usage. However SNMP can not deal with the consequences of this unintended API usage and stops working as expected.

            This issue has timing constraints and is not easy to reproduce manually.
