            Description

            At the moment always the diagnosis message "Sync Mesurement Failed" is reported. The diagnosis shall just be reported in case of an error. Also report the diagnosis 0x5300 if Procedure command is running.

            Also add a remove for the COM-Procedure command diagnosis messages if slaves drops back to NRT during the procedure command execution.
