            Description

            If the registration of a diagnosis message (SIII_SL_COM_CMD_WRITE_DIAGNOSTIC_REQ) failed the confirmation
            (SIII_SL_COM_CMD_WRITE_DIAGNOSTIC_CNF) did not contain an error (ulSta) in any case.
            ulSta must contain an error number if the registration of a diagnosis message has failed.
