Serve SVC Errors 0x700E and 0x700F

If an IDN is write protected in parameterization level answer the writes in CP2 and CP3 with the error code 0x700E.
If an IDN is write protected in operation level answer the writes in CP4 with the error codes in 0x700F.
At the moment this writes are answered with 0x7005 ("Operation data is write-protected at this time").
