[NXIO] Feature: Add IDNs S-0-1350 and S-0-0262

For the IO and sample targets add the IDNs S-0-1350 and S-0-0262. Both IDNs are a procedure commands and will help customers to implement procedure commands in own applications.
Both IDNs are needed on testrack-setups and the plugfest to have a convenient way to set all slaves back to default values an reset them via bus.

S-0-0262: Load defaults procedure command
