Change default certificate handling for webserver in taglist

Up to now the default taglist setting for webserver states "Self signed certificate and private key will be generated by the web server itself, if no configuration within the Certificate  database is available." which is represented by value 2.

This shall be changed to "Self signed certificate and private key will be generated by the web server itself, if any security configuration issue in the Certificate Database is detected during startup." represented by value 1.

This modification will ensure that integrated webserver is accessible via https, even if there is a fault detected in certificate database.
