            Description

            If firmware taglist is set to "host is responsible for remanent data storage" it is expected that the firmware receives the following packets in this order before Channel Init can be sent:

            1. PNS_IF_SET_CONFIGURATION_REQ
            2. HIL_SET_REMANENT_DATA_REQ
            3. (HIL_CHANNEL_INIT_REQ)

            The current firmware accepts Channel Init service before remanent data has been set.
