Wrong MaxPortRxDelay in reference GSDML files

            Description

            The reference GSDML files set MaxPortRxDelay value to 220ns. This is incorrect.

            The MaxPortRxDelay of integrated PHY in netX90 chipset is 252ns, The reference files shall reflect this properly.
