Report error in case unsupported phy is detected

            Description

            If the firmware detects an unsupported Phy on startup, it shall add an entry to the Middleware system logbook. However, the firmware startup itself shall not be affected and work as usual.

            In case of error the following error code shall be used:

            • ERR_HIL_UNSUPPORTED_PHY_REVISION ((uint32_t)0xC0000184L)
