no LinkStatus indication sent to application on register Application event (if firmware is unconfigured)

            Description

            It is expected that an application receives a HIL_LINK_STATUS_CHANGE_IND message directly after it registers itself at protocol stack.

            Currently this only happens if the application has configured the protocol stack upfront and a transition from "link down" to "link up" on a particular port exists.

            If protocol stack is unconfigured no Link State indication will be generated at all.
