Feature DynamicReconfiguration can not be used

            Description

            When using SystemRedundancy firmware the protocol stack accepts the SetOemPrm Service to enable DynamicReconfiguration.

            However, if an IO Controller starts a DynamicReconfiguration sequence it is rejected by firmware. The error code used for abort indicates that DynamicReconfiguration is not supported.

            It is expected that DynamicReconfiguration sequence is accepted if enabled by application.
