Out of Memory due to memory fragmentation

Afterwards booting a netX4000 device with database configuration in filesystem, it might be not possible to reconfigure the device with another packet or database config. In particular the following sequence wail fill:

1. Download database to netX4000
2. Reset netX 4000 with database config in file system
3. Delete database files from filesystem
4. Execute a channel init to reload configuration -> unconfigured
5. Send Set Configuration Service
6. Execute a channel init to load packet configuration -> out of memory error

The Problem does not occur, if in 2) a channel init is executed instead of reset.

The problem might not be limited to netX4000 firmware.

It is expected that the configuration is accepted.
