[netX90, netX4000]: extend taglist by new tag to define who is responsible for handling remanent data

All GCI based targets offer two ways how remanent data is handled

• stored by GenAP of netX in flash
• stored by Host application

The firmware behavior can be modified via taglist entry. The coresponding taglist setting needs to be handed over to GenAP as startup parameter.
