Wrong behavior in case IO Controller does not acknowledge an alarm

            Description

            When the IO Controller does not send an transport acknowledge for an alarm the AR is not aborted after the configured number of alarm retries.

            It is expected that the AR is aborted in this case. The problem was introduced with a change made for V4.4.0.3.
