No Parameter End Response when submodule plugged immediately after establishing connection

When the application uses the Plug Submodule Service right after responding a Parameter End service with fSetApplReady == true or issuing an Application Ready Service, the protocol implementation might not respond to Parameter End Service. The Problem becomes more likely with slow cycle times.

It is expected that the device sends a Parameter End response in this case.

Workaround: Wait at least 512ms after setting a connection to "application ready" before plugging a submodule.
