in case a SetConfiguration packet contains more submodules than allowed in taglist the packet is returned with unexpected error code

If the SetConfiguration Request Packet contains more submodules than allowed in firmware taglist the SetConfiguration Confirmation Packet reports error "invalid packet length".

This is missleading and does not point to the real root cause of the error.
