too much data delivered in case of partial read for ModuleDiffBlock

In case ModuleDiffBlock is read from IO Controller with expected data length 0 (or smaller value than acutal size of ModuleDiffBlock) the protocol stack generates a positive read reasponse containing the whole ModuleDiffBlock. Thus more data than allowed is returned.

It is expected that an error code is delivered instead.
