Wrong error code in case of reconnect

When a RPC Connect.Req is received with same AR UUID as an already existing AR the error code "Out Of AR Resources" is used. In this case the error code "Re-run existing" is expected and the existing AR shall be aborted.

The problem only occurs, when all AR resources are in use. This happens when the device has as many I/O connections as configured by tag list, or always when shared device is disabled in taglist.
