Submodules without any problem may be reported in ApplicationReady ModuleDiffBlock

If a diagnosis exists at the time of the connect response and a submodule is thus reported in module diff block and the diagnosis disappears until application ready, the submodule must not be contained in the application ready module diff block. (If the submodule state is no problem)

This can happen if a previous AR forced checking the neighbor, the expected neighbor is missing/wrong and the new AR disables checking the neighbor.
