No ReleaseAlarm generated to IO Controller in case of SharedDevice (certification issue)

            Description

            In case one IO Controller is "owner" of a submodule and another IO Controller requests access to the same submodule the latter does not get access. If now the first IO Controller disappears it is expected that IO Device informs the second IO Controller that he now has access to the submodule.

            This is indicated with a so called Release-alarm.

            Starting with V4.3.0.1 Release alarms are no longer generated as expected.
            Original Release V4.3.0.0 is not affected.
