Occasionally no Connect response in case of Advanced Startupmode with FSU

            Description

            Sometimes no connect response is sent when the PROFINET controller connects using advanced startup mode and FSU. In that case the application might receive an unexpected packet with command code 0. Afterwareds a connection is not established and all other RPC services are blocked as well.
            The problem occurs when the protocol stack generates the PNS_IF_PARAMET_SPEEDUP_SUPPORTED_IND while the application has not fetched all pending packets from receive mailbox.
