DeviceAccess AR is rejected if IO Supervisor AR is disabled in Taglist

IO Supervisor AR (SV-AR) can be disabled in Taglist of PNSV4 firmware. If this is done not only SV-AR will be rejected but also DeviceAccess AR (DA-AR). The setting in taglist only affect SV-AR, DA-AR shall in no case be rejected.
