A detected error in ConnectRequests IOCRBlockReq may be reported with wrong error code (certification issue)

In case an error is discovered in ConnectRequests IOCRBlockReq (e.g. overlapping FrameOffsets) this is detected by protocol stack. However the correct errorcode is later overwritten with a misleading error code.

Execute certification testcase STRUCT_DATA and manually check the error codes in negative ConnectResponses.
