wrong errorcode returned in case of SharedInput testcase in case of modified taglist (certification issue)

If the firmware taglist is modified in such a way that only 1 AR is supported at all the firmware reports a wrong error code to the network in case an additional AR shall be established if this additional AR wants to use unsupported feature Shared Device.

In this scenario the expected error code is "out of AR resources".
Observed error code is "wrong submodule properties".
