unexpected handling of I&M RevisionCounter in special scenarios

            Description

            executing an existing regression testcase for PNSv3 shows that I&M RevisionCounter handling does not work as expected in case firmware handles I&M data.

            New Profinet specification allows RevisionCounter to always stay at constant value 0.
            This is shall be the solution for this issue.
