PNS_IF_CHECK_IND may report invalid ModuleState to user

      Description

      In case a module has one submodule plugged and a second submodule requested by IO Controller the firmware generates a PNS_IF_CHECK_IND for this second submodule.
      However the ModuleState reported to the user is invalid.
      Firmware reports "No Module" although obviously a module is plugged in the specific slot.
