in case of FastStartUp the amount ot DCP Hello frames visible on the network is invalid

In case FastStartUp (FSU) is configured using a PLC the FSU parameters contain a delay after which the first DCP Hello frame shall be sent. Typical PLCs set this value to 0.
In this case the amount of DCP Hello frames sent out by the IO Device is by 1 to low.

No practical impact of this issue is - but certification will fail.
