wrong answer to StopTransactionBlock in case DCP Set Request contains invalid parameters

            Description

            New certification tool "Automated RT Tester" from TestBundle "April 2016" tests a very special scenario. A DCP SET Request is sent that contains two blocks, "Set IP" and "StopTransaction".
            The "Set IP" block contains invalid IP parameters and shall be rejected by protocol stack. The "StopTransaction" block however is valid and shall therefore be answered positive.

            Current implementation creates a negative response to this "StopTransaction" block.
