Statistic error counter "outDiscard" is increasing on ports with Link down

            Description

            when only Ethernet port 2 is connected (starting with powerup) to a switch and now the port statistics of port 1 are read the value for "outDiscard" is not zero. Reading the value again after a few minutes shows that the value is increasing.
            Expected behavior is 0 or at least a constant value.
