PNS_IF_ADD_GENERIC_DIAG_REQ and PNS_IF_ADD_EXTENDED_DIAG_REQ not working

trying to add a generic diagnosis or extended diagnosis fails with error code TLR_E_INVALID_PACKET_LEN.
In contrast adding channel diagnosis works as expected.
