PNS_IF_SET_OEM_PARAMETERS_REQ parametertype 4 (set LLDP SystemName) is not working

            Description

            Using PNS_IF_SET_OEM_PARAMETERS_REQ with parametertype 4 it is possible to set the content of LLDP SystemName-TLV. This service is not working at all but for API compatibility reasons it shall be supported.
