Set Configuration request affects internal state although rejected

When the application sends a Set Configuration Request to the firmware and pre-processing checks regarding configuration lock of the stack already reject the packet, the internal state of the firmware is still changed to contain the data of the new set configuration request.

It is expected, that in this case the packet is rejected and its content not considered.
