IRT not possible for some valid PDIRData codings with reduction

            Description

            When the Profinet IO Controller configures the device for IRT mode with reduction for the IOCRs, the firmware does not establish IRT connection when PDIRBeginEndData has less phases than reduction. This is however a valid encoding.

            It is expected, that the firmware accept the coding and configures the port phases independend of the IOCR settings.
