HIL_DPM_GET_EXTENDED_STATE_REQ is not rejected in case the requested block length is invalid

            Description

            The service HIL_DPM_GET_EXTENDED_STATE_REQ allows reading the extended status block. The request specifies the start offset and the length to read.

            As per service documentation, the service shall be rejected when blocklength 0 is requested. Current implementation does not reject the request.
