SetConfig SystemFlag PNS_IF_SYSTEM_DISABLE_STORE_REMANENT_ENABLED still required for applicative storage of the remanent data

      Description

As of PNS V4.6.0.0, remanence data handling is configured via taglist. The former SystemFlag in SetConfig message shall have no impact.

However, all firmware versions of PNS V4.6.0.x only indicate remanent data to the host application, if in addition to modified taglist, the SystemFlag in SetConfiguration Request has  PNS_IF_SYSTEM_DISABLE_STORE_REMANENT_ENABLED  set as well.

This is unexpected. However, this was discovered quite late in life time of PNS V4.6.0.x and fixing it may lead to incompatible change from application point of view which seems inappropriate.
