unexpected Diagnosis related to LineDelay mismatch generated if neighbor does not support LineDelay meassurement

In case of fix topology assignment in engineering, the Profinet device may issue a diagnosis stating LineDelay mismatch.

This is done, even if the check for LineDelay difference is activated by engineering and if the connected neighbor does not support LineDelay meassurement. In this scenario, there is no local LineDelay and no remote LineDelay available to check its difference. Currently, this leads to an active diagnosis about LineDelay difference.

It is expected, that no such diagnosis is reported by IO Device in this case.
