drop support of some PNS_IF_SET_OEM_PARAMETER_REQ parametertypes

The firmware no longer supports these parametertypes:

• PNS_IF_SET_OEM_PARAMETERS_TYPE_1
  • because it contains SerialNumber which shall be exclusivly be set via DDP
  • for applications implementing a Profile, handling of I&M in application is required
• PNS_IF_SET_OEM_PARAMETERS_TYPE_2
  • because it contains SerialNumber which shall be exclusivly be set via DDP
• PNS_IF_SET_OEM_PARAMETERS_TYPE_4
  • service was marked as deprecated and is now removed
  • SNMP sysName is writeable via network and shall no longer be configured by application
• PNS_IF_SET_OEM_PARAMETERS_TYPE_14
  • because it contains HardwareRevision which shall be exclusivly be set via DDP
  • use PNS_IF_SET_OEM_PARAMETERS_TYPE_18 instead
• PNS_IF_SET_OEM_PARAMETERS_TYPE_15
  • because it contains OrderID which shall be exclusivly be set via DDP
  • use PNS_IF_SET_OEM_PARAMETERS_TYPE_18 instead
• PNS_IF_SET_OEM_PARAMETERS_TYPE_17
  • firmware behavios was changed so that by default the IP is kept when BusOff is set. This is a general definition for all new Hilscher firmware (independend from the protocol)
