Application Ready sometimes not send

            Description

            When the application does not register with the firmware or the application relies on PNS_IF_IO_EVENT_PROVIDER_UPDATE_REQUIRED only, the firmware might not signal application ready to the controller. The connection is not fully established. 

            In these situations, it is expected that the application ready is sent.

            Workaround: Do not rely on IO events but periodically exchange the DPM Output Area.
