AR state Indications sometimes not generated

When an AR state changes during a pending Read or Write Record Service, the AR state change might not been reported to the application immediately. Reporting the AR state change is delayed until another AR State Change occurs. This leads to a possibly infinite long delay of the following services:

• AR Indata Indication service
• AR Abort Indication service
