In PNS_IF_SEND_DIAG_ALARM_CNF_T the member “ulPnio” is set to value equal to
“hDiagHandle” from PNS_IF_SEND_DIAG_ALARM_REQ_T.
Should be cleared if PNIO Status is not available for this command anymore.
