inconsistent link state in case of instable link

If the link is instable and changes between "up" and "down", this may result in a situation that some parts of the software stay in state "link down" although final link state is "link up". In case of error, the device may not send LLDP frames although a physical link exists.

It seems that only components using  Drv_EddRegisterLinkStatus() are affected.

This issue was only observed on netX51 FiberOptic hardware. In theory it could occur on other platforms and for regular Ethernet as well, but chances are very low.
