Cyclic connection can not be established any more after several connection establishments

When a connection is established and shut down (e.g. pull network cable) it is expected that a new connection can be established. However, this is only possible 32 times. The 33rd and all following connection establishments fail with RPC error "nca_s_fault_remote_no_memory" 0x1C00001B. Powercycle (or ChannelInit) is required to fix the problem.

Only PNS V3.14.0.6 is affected by this issue. All pervious versions are not affected.
