When switching to busstate on do not send configuration request to IP stack if IP configuration is unchanged and SetOemPrmType 17 was used

The following change in protocol stack behavior shall be implemented:

Precondition:

• Protocol stack is configured with SetOemPrmType 17 to keep IP in busstate "off"
• Protocol stack was fully configured, buststate "on" was reached
• Protocol stack was set to busstate "off" afterwards (this will keep the IP)

If now protocol stack is set to busstate "on", previous versions newly configured the IP stack, even if the exact same parameters were set again.

Expected new behavior: IP stack configuration is not changed if the IP stack still uses the same IP parameters.

If the first precondition (SetOemPrmType 17 used) is not met, the protocol stack shall behavior shall be kept and not changed.
