      Description

When the application switches the Bus Off, the LFW deconfigures the IP stack which terminates all established IP connections and prevents further IP communication.

In some cases it is desired to keep the IP stack configured although the Bus is switched Off. (e.g. Comissioning Tools)

For LOM usecase it is possible to supress deconfiguration by means of Startup Parameter of CMDEV task. Since this parameter is not accessible in LFW usecase, a new OEM parameter shall be defined and implemented in order to configure the IP stack behavior on BusOff.

The desired behavior shall be usable by introducing a new parametertype to the already existing SetOemParameters Service. This parameter shall NOT be reset on ChannelInit, once activated an explicit deactivation is required. The parameter can not be set when Busstate is "on".
